In order to protect the safety of the earth, the international community in 1987 signed the Montreal protocol on ozone depleting substances (hereinafter referred to as "protocol"), decided to gradually reduce and control the production and use of ozone depleting substance (ODS). Amendment by the protocol of London in 1990 to determine the fund mechanism, to ensure that the technology transfer between countries in the principle of the most favourable conditions. London amendment for the implementation of the protocol to establish a multilateral fund, the fund to accept the donation of developed countries and provide financial and technical assistance to developing countries. In 1991, the Chinese government signed the protocol, and in the same year approved the protocol amendment of London. 

In September 2007, the Montreal protocol on ozone depleting substances 19th through the conference of parties in HCFCs accelerate elimination adjustment, article 5 as a protocol country, China should be the production and consumption of HCFCs in 2013 to freeze at baseline, 2015 will be cut by 10% in the total production and consumption, and a 35% cut in 2020, a 67.5% cut in 2025, 2030-2040, in addition to a small amount of maintenance, stop the production and use. 

In the center of the environmental protection department of environmental protection of foreign cooperation, the United Nations industrial development organization (UNIDO) and Germany under the joint efforts of the international cooperation agency (GIZ), the China extrusion polystyrene (XPS) foam industry out HCFCs plan (first phase) in August 2010 to submit committee for examination and approval of the 62th session of the multilateral fund. According to the plan, XPS foam industry in China will eliminate 10031 tons of HCFCs in 2015 years ago. In July 2011, the multilateral fund executive committee approved the 64th meeting of the phase out HCFCs in China XPS foam industry plan (first phase), China won the multilateral fund grants to support our XPS foam enterprises carry out HCFCs obsolete activity. 

From 2013 to 2015, under the multilateral fund, XPS foam industry in China as eliminating activities actively, involving about 50 production lines for the modification, after transforming the production line adopts advanced technology, using both friendly to the ozone layer is also friendly to the climate of carbon foam technology alternatives as foaming technology, improved as thoroughly as the foaming gas adverse impacts on the environment. At the same time modified rises to the level of similar foreign equipment level.
