The Montreal protocol on ozone depleting substances (hereinafter referred to as the "protocol") 26 times the conference of the parties in the November 17-21, was held in Paris, France. ZhaiQingRen, vice-minister of environmental protection of delegation, the environmental protection department, ministry of foreign affairs, ministry of agriculture, the state drug supervision administration and other departments and units to send of the Chinese government delegation attended the meeting. Seven from 136 countries and international organizations and intergovernmental organizations, 103 ngos and observer group of more than 500 delegates attended the meeting. 

ZhaiQing in a statement China in protecting the ozone layer, the performance of the protocol are introduced, especially in recent years, the implementation of hydrogen CFCS (HCFCs) out industry management plan's achievements and progress. ZhaiQing said China has been in accordance with the requirements of the convention the smooth realization of the production and consumption of HCFCs in 2013 freeze the target, but the next stage of the performance challenges still larger, such as ODS substitutes and alternative technologies. Donor ZhaiQing calls for countries to fully understand the performance demand in developing countries, are increased in the next stage of decision making to ensure the continuity and stability of HCFCs elimination. 

About hydrofluorocarbons (HFCs) into the Montreal protocol control problem, ZhaiQing introduces China in HFCs emissions management work, he said, the Chinese government attaches great importance to climate change and HFCs, willing to work with the international community to promote HFCs cut multilateral solutions. During the meeting, ZhaiQing with ozone secretariat, executive director of the ms Tina bo Billy held talks, and hxdye met with Indian environment minister. 

Protocol for once a year, the conference of the parties have so far held 26 times. Parties, including China, in the framework of the convention and the protocol to protect the ozone layer, made positive contributions to reducing ozone-depleting substances, and achieved fruitful results. The Montreal protocol is the international recognition of the most successful multilateral environmental treaties.
